Legal Background

Tom has been a part of the Oregon legal community and has focused on litigation since 1979 when he began learning his craft as a judicial law clerk while in law school. In 1982 he began practicing law doing criminal defense, domestic relations, personal injury and business litigation. Tom went to work for SAFECO Insurance Company in 1988 as a litigator and was the managing attorney from 1995 until 2002.

Tom has been an arbitrator since 1988 and a Clackamas County Circuit Court Judge, Pro Tempore, since 1999. He is one of five judges on Clackamas County's civil motion panel and is a Small Claims Judge in night court.

Litigation Experience

Tom has developed and resolved cases covering a wide range of legal issues. He has done both plaintiff and defense work on bodily injury and property damage claims as well as plaintiff and defense work on coverage issues. He has represented individuals, insurance companies and self insured entities. His clients have ranged from large corporations to public bodies to individuals with and without insurance coverage.

Practical Experience

Tom's pre-law work experiences give him a unique insight, background and perspective on his cases. He does his own mechanical work, electrical work and maintenance. He has worked in construction doing landscaping, painting and electrical wiring. He has been a heavy equipment operator and truck driver. He has loaded, fueled and towed cargo planes bound for the North Slope. He has been an entertainer and music educator. He taught legal writing and moot court mock trail.

Professional Affiliations & Honors

Tom is admitted to the Ninth Circuit Court of Appeals, The United States District Court for the District of Oregon and the Oregon State Bar. He belongs to the Multnomah and Clackamas County Bar Associations, Oregon Association of Defense Counsel, OWLS and the OSB Diversity Section. He is a Past President of the Clackamas County Bar Association and currently is on the OSB House of Delegates. In 2001 Tom received the OSB President's Award for Affirmative Action. In 2003 he received the OSB President's Award for Membership Services.

Diversity Background

Tom grew up in communities with substantial minority student populations. His undergraduate years in the tumultuous late 60's bore witness to race riots and anti war demonstrations along with the deaths of Dr. Martin Luther King, the Kent State students and Bobby Kennedy. From these events came a commitment to the rule of law and a desire to promote equal opportunity for all people. Tom has been a CLE speaker and an advocate for diversity within the Bar. He has been on the Opportunities in Law In Oregon (OLIO) staff for six years and was a member of the OSB Affirmative Action Committee for five years. He has given mock interviews, judged mock trials and been a mentor and advisor to minority students.


Tom enjoys playing trumpet and attending the symphony or the theater. He is an aviation enthusiast and pilot with an instrument rating. He is as comfortable wearing coveralls or an aviation head set as he is wearing a suit or a tuxedo.
